Are Ghost Plates Legal in the UK? Fines, MOT and the Crackdown

Custom number plate

The short answer is no. Ghost plates are illegal in the UK, and the rules around them are getting tougher. This guide covers what the law says, the fines and other penalties you could face today, what the government is planning next, and how to make sure your own plates are road legal.

Are Ghost Plates Legal in the UK?

No. A ghost plate is designed so that speed, ANPR and clean air zone cameras cannot read it. UK law requires every number plate to be made to the BS AU 145e standard and to be clearly readable. That includes being readable by cameras, so a plate built to beat them can never be road legal, however normal it looks. If you are not sure what counts as a ghost plate, start with our guide: what are ghost plates?

What Does the Law Say a Number Plate Must Have?

  • Made to the BS AU 145e British Standard, and marked as such.
  • Black characters in the standard Charles Wright font, at the correct size and spacing.
  • A reflective white plate at the front and a reflective yellow plate at the rear.
  • The name and postcode of the supplier who made it.
  • No background pattern, and nothing that makes the plate harder to read, including coatings, films or covers.

What Are the Penalties for Ghost Plates?

  • A fine of up to £1,000 for displaying a number plate that does not meet the rules. Police can also issue an on-the-spot fixed penalty.
  • An MOT failure. Incorrect or unreadable plates fail the MOT, so the car cannot pass until they are replaced.
  • Losing a private registration. The DVLA can withdraw a personalised number that is displayed incorrectly.
  • Licensing action for taxi and private hire drivers. Councils have suspended and revoked licences over illegal plates.
  • More serious charges if a ghost plate is used to avoid fines or tolls, or to commit other crimes.

Will Ghost Plates Mean Penalty Points?

Possibly, in future. The government’s Road Safety Strategy, published in January 2026, promised new measures against illegal number plates, including ghost plates designed to fool camera systems. Its consultation on motoring penalties ran from January to May 2026 and asked whether penalty points and vehicle seizure should be introduced for having an incorrect, altered or false number plate. At the time of writing the government is still analysing the responses, so points are not yet part of the law. We will update this guide when the outcome is published.

Why Is There a Crackdown Now?

In December 2025 the All-Party Parliamentary Group for Transport Safety published Ghosts on the Road, an inquiry into illegal plates. It estimated that as many as one in fifteen vehicles may carry modified or non-compliant plates, and called for tougher penalties, stricter rules for the 34,000-plus registered plate suppliers, and vehicle seizure for repeat offenders. Police forces, councils and Trading Standards have also been running joint checks using infrared cameras.

Are 3D and 4D Plates Legal?

Yes, today they are, as long as they are made to BS AU 145e by a DVLA-registered supplier and use solid black characters in the standard font and spacing. The parliamentary report did recommend banning raised 3D and 4D plates in future, but that is a recommendation, not the law. We keep an eye on any changes and will update our guidance if the rules move. For more detail see are 4D number plates legal in the UK?

How to Check Your Plates Are Legal

  • Look for the BS AU 145e mark and the supplier’s name and postcode on each plate.
  • Check there is no film, tint, lacquer or cover over the plate.
  • Make sure the font, size and spacing match a standard plate, with no altered characters.
  • Only buy from a DVLA-registered supplier. They must see proof that you are entitled to the registration and proof of your identity.
